Medicare Inpatient PPS Proposed Rule Published

May 10, 2002 - The Centers for Medicare and Medicaid Services (CMS) May 9 published its annual proposed rule on changes to the Medicare hospital inpatient prospective payment system (PPS) for Federal fiscal year 2003. Comments on the proposal are due July 8.

According to the proposed rule, as specified in law, hospitals would receive an update to their standardized per case payments of 2.75 percent, which reflects CMS' current estimate of a 3.3 percent increase in the hospital market basket (an inflation measure) less 0.55 percentage points. The AAMC, along with the American Hospital Association and others, supports for a legislative change to provide a full market basket increase to hospitals in FY 2003.

The proposed rule also implements a reduction in indirect medical education (IME) payments to teaching hospitals for FY 2003, as specified in current law. The AAMC opposes this reduction. The May 9 proposal also contains other changes relating to IME and Medicare direct graduate medical education (DGME) payments.
