AHRQ Hearing Focuses On Proposed Cuts

May 3, 2002- Carolyn Clancy, M.D., acting director for the Agency for Healthcare Research and Quality (AHRQ), testified May 1 before the House Labor-HHS Appropriations Subcommittee on the agency's FY 2003 proposed budget. Funded at $300 million in FY 2002, the President has proposed a $48 million (16 percent cut) to $252 million for FY 2003.

In her testimony, Dr. Clancy explained that this decrease would force AHRQ to reduce current grant commitments by 46 percent and contract commitments by 31 percent. Additionally, they would be unable to fund any new non-patient safety grants. Subcommittee member Rep. Ernest Istook (R-Okla.) stated grave concerns over the proposed budget, as the cuts would eliminate AHRQ's ability to support research that seeks to lower health care costs and increase quality. He vowed to restore the agency's funding.
