Border Security Bill Readied for President

April 26, 2002- The Senate April 18 approved H.R. 3525, the "Enhanced Border Security and Visa Entry Reform Act of 2002," which includes several provisions related to student visas. The House passed its version legislation on Dec. 19, 2001. The House is expected to go along with the Senate changes and send the bill to the President, thereby avoiding a conference committee. The President has indicated he will sign the bill.

Specifically, the bill requires the federal government to develop a system to monitor a student's entry and to notify the student's intended institution. The school would be required to report a student's failure to enroll. Among the amendments approved by the Senate was a provision calling for joint periodic Immigration and Naturalization Service and Department of Education reviews of the institutions and policies regarding student visas. Institutions found to be in non-compliance with the bill's record keeping and reporting requirements could have their ability to accept foreign students suspended or terminated.
