AAMC Comments On HHS Regulatory Burdens

March 8, 2002 - The AAMC March 5 submitted a letter to the Health and Human Services (HHS) Regulatory Reform Committee as part of the department's a regulatory reform initiative. HHS published a notice in the Federal Register [67 Federal Register 599] requesting public comment on regulatory burdens created by HHS regulations. The letter asks that a number of changes be made in requirements that affect academic institutions, including: CMS interpretations regarding the counting of residents for purposes of direct graduate medical education payments; the expansion of the primary care exception found in the teaching physician regulation to include all specialties that work in ambulatory settings; the prompt revision of the Medicare teaching physician documentation requirements; streamlining the process for enrolling teaching physicians in Medicare; clarification regarding Medicaid managed care and special payments to teaching hospitals; a change in the HIPAA privacy regulation to avoid an adverse impact on research and fundraising; and the importance of also reducing the regulatory burdens related to NIH.
