Quality Forum Considers HIPAA Statement
February 15, 2002 - The board of directors of the
National Forum for Health Care Quality Measurement and Reporting
met Feb. 13 and agreed to form a working group to consider
whether they should issue a statement regarding the implementation
of the Health Insurance Portability and Accountability Act
(HIPAA) regulations. In addition, they heard a presentation
on the status of Forum projects.
Margaret O' Kane, president of the National Committee for
Quality Assurance (NCQA) and a Board member, proposed drafting
a statement to the Secretary of Health and Human Services
Tommy Thompson regarding the implementation of the HIPAA regulations.
During her presentation, she raised several HIPAA related
issues of potential interest to the Forum. The issues included,
among others, the flow of personal health information among
providers and insurers for quality purposes and research on
health care services and epidemiological studies. The Board
agreed to form a work group to consider whether they should
forward a statement on HIPAA to Secretary Thompson.
Kenneth Kizer, M.D., M.P.H., president and CEO of the Forum,
updated the Board on the status of Forum projects. During
the presentation, he noted that the Forum's Serious Reportable
Events in Healthcare report and the Proceedings from the Forum's
workshop on measuring and reporting healthcare quality for
minority populations are being published.
