President Signs Veterans' Health Bill

January 25, 2002 - President Bush Jan. 23 signed the H.R. 3447, the Department of Veterans Affairs Health Care Programs Enhancement Act, authorizing an additional $1.4 billion to expand and strengthen health care benefits for the nation's veterans. Included in this expansion is a new requirement for the VA health care system to provide chiropractic services, and a requirement that each VISN provides for the specialized treatment and rehabilitative needs of veterans in the areas of mental illness and substance abuse, spinal cord injury, prosthetics and traumatic brain injury. Additional provisions in the law establish a National Commission on VA Nursing, and reduce co-payments for hospital inpatient care for low-income veterans.
