Rep. Nancy Johnson (R-Conn.), chair of the House Ways and Means Subcommittee
on Health, March 6 introduced H.R.
885, a bill to exclude from gross income payments made for tuition,
fees and education-related expenses under the National Health Service Corps
Scholarship Program. The bill also exempts from gross income similar payments
under the F. Edward Hebert Armed Forces Health Professions Scholarship
and Financial Assistance Program, the National Institutes of Health Undergraduate
Scholarship Program, and any state program determined by the Secretary
of Health and Human Services to have "substantially similar objectives
as such programs." Similar language was included in a legislative
proposal approved by the Senate Finance Committee on March 13 [see Washington
Highlights, March 16], and in the President's budget blueprint.
