President Proposes
Global Infectious Disease Campaign
President Bush June 11 sent to Congress a plan to provide $200 million
in FY 2002 to support a multilateral "Global Fund to Fight HIV/AIDS,
Malaria, and Tuberculosis." The fund is designed to increase U.S. involvement
in addressing these diseases and will support an integrated approach
to prevention, treatment, and care, as well as health infrastructure
development.
The proposal is offset by a $100 million transfer from the Department
of Health and Human Services, and $100 million in reductions in international
assistance programs. The HHS transfer includes $70 million from the
NIH's building and intramural facilities account, $25 million from the
National Institute on Allergy and Infectious Diseases, and $5 million
from the general departmental management activities in the HHS Office
of the Secretary.
