The National Institutes of Health March 29 announced a policy
change to allow the provision of facilities & administrative (F&A)
costs on foreign and international awards. NIH will now allow new and competing
continuation award applicants to request F&A costs, at a level not
to exceed 8 percent of total direct costs less equipment. Although established
commitment levels on non-competing continuation awards will not be adjusted,
funds may be rebudgeted to cover these costs. In addition, domestic organizations
that submit applications with a foreign or international consortium may
request eight percent of total direct costs less equipment, for the consortium.
