Bioterrorism Preparedness, FY 2006 Funding

The FY 2006 Labor-HHS-Education appropriations bill approved by the Senate Appropriations Committee provides $550 million for the Health Resources and Services Administration's Bioterrorism Hospital Preparedness program, which is $50 million more than included in the House-passed version of the bill. In FY 2005, the program received $514.6 million.

The Senate bill also provides $1.567 billion for the Centers for Disease Control and Prevention, $50.3 million less than the $1.617 billion in House bill. Last year, CDC received $1.623 billion for these activities. Both the House and Senate bills provide $97 million for biodefense countermeasure research at the National Institutes of Health.

The FY 2006 appropriations bill approved by the House on June 24 provided the Health Resources and Services Administration's Bioterrorism Hospital Preparedness program $500 million for FY 2006. These funds were appropriated directly to HRSA. In FY 2005, the program received $514.6 million appropriated through the Public Health and Social Service Emergency Fund (PHSSEF). The House bill included $1.617 billion for bioterrorism preparedness in FY 2006 to the Centers for Disease Control and Prevention. Last year, CDC received $1.623 billion from the PHSSEF for these activities.

President's Budget

The Health Resources and Services Administration's Bioterrorism Hospital Preparedness program is cut by $8 million to $483 million in the President's budget. However, this total also includes a new $25 million initiative for a targeted, competitive demonstration program to establish a state-of-the-art emergency care capability in one or more metropolitan areas. The Bioterrorism Curriculum Development program is funded at the FY 2005 level of $28 million. The State Bioterrorism Preparedness program administered by the Centers for Disease Control and Prevention (CDC) is cut by $130 million to $797 million. Also, within CDC, $203 million is added to the Strategic National Stockpile.
