CorrespondenceLetter to all House of Representatives Members on the FY 2005 Budget ResolutionMarch 22, 2004 Dear Representative: The House Budget Committee's Budget Resolution (H. Con. Res. 393) is totally inadequate with regard to funding for public health agencies and programs. This budget proposal, which cuts discretionary health spending by $358 million in FY 2005, much more when inflation is factored in, and, when measured against current services, decreases funding 10 percent by FY 2009, jeopardizes the health and safety of all Americans. This makes no sense as the nation faces the challenges of an aging population with increasing rates of chronic diseases, an aging healthcare workforce already in short supply, the need to prepare for a range of terrorist threats, a global economy that brings a host of infectious diseases to our doorstep, and growing numbers of Americans who do not have access to basic healthcare services. We should be investing in the prevention and mitigation of diseases and disabling conditions, not divesting. In the end it will cost America more.
